Has China’s steel production peaked?

Has China reached peak steel capacity? Australia’s Office of the Chief Economist thinks so.  China’s steel production is expected to reach 886-million mt this year and fall to 861-million mt in 2019 and 842-million mt in 2020 as the result of stricter environmental controls, closure of loss-making steel capacity, and debt reduction plans.

Steel production going down from 886 mln to 842mln does it mean that Steel consumption in China will reduce from next year .
