Koncar ups investment in Croatia

Danko Koncar is now the “king of Croatian shipbuilding,” according to local newspapers. Koncar took control of the yards via the Kermas Group. Koncar, who is the largest shareholder of Afarak, has taken control of two Croatian shipyards, Uljanik in Pula and Treci Maj in Dalmatia to add to his Brodotrogir shipyard which he reportedly plans to develop into a marina with possibly some shipbuilding.

Koncar is still fighting with minority shareholders of Afarak and is facing a Finnish government injury into the company.

How could the Croatian govt allow this with all the public troubles that Koncar is facing ?
they just need to google his name to see what legal problems he has
