New environmental tax to replace penalties

The Chinese government is on the verge of instituting an environmental tax instead of penalties, with the Ningxia Hui Autonomous Region being the first adapter. Under the plan, a tax of rmb1.2 per convention unit for air pollution, rmb1.4 for water pollution and rmb5-1,000 per mt of solid waste. The new tax will take effect on Jan. 1, 2018. Ningxia accounts for about a quarter of the country’s production of ferrosilicon and silicomanganese.
