If cases are filed in the EU, will there be any duty?

The question now if the cases are filed, will the EC commission take any substantive action? The commission, according to sources, does’t have the capacity to take on more dumping cases. And, the EU as a whole is very concerned about the domestic steel industry, and any new duties on ferrosilicon or ferronickel would have an immediate adverse reaction on them. There is no economic test for dumping in the US and that is one reason why sunset reviews generally don’t result in any change

The period of investigation (POI) of for all the potential cases would  probably be 2015 and the first quarter of 2016 when prices were depressed and imports of those commodities were rising compared to other countries.
